Procure Partnerships seeks feedback on National Developer Framework

Market feedback sought on developer framework of pre-qualified developers for public sector regeneration and development activity [Deadline 29 April 2026]

Wirral Council is acting as the Contracting Authority for a National Developer Framework, launched by Procure Partnerships Framework – a framework of pre-qualified developers for public sector regeneration and development work in England.

 

Prior to the framework going live in October 2026, market engagement is taking place on 12 May, as an opportunity for developers to help shape and feedback on the National Developer Framework.

 

“The Procurement Act 2023 places a renewed emphasis on transparency and early market engagement, and we intend to embrace that fully. We actively want the market’s input to shape the framework, and the developers who participate in our engagement session will directly inform how this framework is structured,” says Faye Dolan, Framework Director at Procure Partnerships Framework.

 

The framework would be used across nine regions in England. Dolan says: We have been deliberate in structuring this framework regionally, because we know that successful development partnerships are built on local knowledge, relationships and a genuine understanding of place. Whether a public body is looking to deliver a community hub or a major town centre development, the framework is designed to give them access to the right developer, in the right region, at the right scale, and to do so compliantly and quickly.”

 

Local authorities, combined authorities, NHS Trusts and wider NHS organisations, universities and further education institutions, housing associations, and any other public bodies are all eligible, and will sit across four value bands per region - £0–£30m, £30m–£50m, £50m–£100m, and £100m+.

 

“We want to hear from businesses of all sizes, from regional SMEs who know their patch inside out to major national operators that can deliver at scale,” continues Dolan.
